Viktor Rozen (born 1949) is a Ukrainian scholar in the field of electric power engineering and energy management, Doctor of Technical Sciences, Professor, and specialist in the automation of electrotechnical and mechatronic systems. He is affiliated with the National Technical University of Ukraine “Igor Sikorsky Kyiv Polytechnic Institute”, where he serves as Professor of the Department of Automation of Electrotechnical and Mechatronic Complexes at the Institute of Energy Saving and Energy Management; for many years he headed the Department of Automation of Control of Electrotechnical Complexes.
In 1968, he graduated from Konotop Industrial Technical School, and in 1975 from the Kyiv Polytechnic Institute with a degree in “Electrification and Automation of Mining Operations”, obtaining the qualification of Mining Electrical Engineer. From 1976 to 1979, he pursued postgraduate studies. Since 1979, he has been working at KPI, progressing from Assistant to Professor. He defended his Candidate of Sciences thesis in 1983 and his Doctor of Sciences thesis in 2014.
Rozen’s research activities focus on the control of electrical load in industrial systems, energy management, energy auditing, and the automation of energy processes. He is the author of more than 370 scientific publications, including 18 monographs, 15 textbooks, industry-specific methodologies, and inventor’s certificates. He has made a significant contribution to the regulatory framework of the sector, acting as a developer of key policy documents in energy saving and a co-developer of 49 national standards covering energy management, energy auditing, energy labelling of electrical equipment, and the automation of energy systems.
V. P. Rozen is a full member of the Academy of Energy of Ukraine and the Academy of Construction of Ukraine. For his outstanding achievements in research and teaching, he was awarded the honorary titles “Honoured Lecturer of NTUU ‘KPI’” (1999) and “Honoured Professor of NTUU ‘KPI’” (2018), and has received state awards.
He actively participates in the academic and educational life of the university, combining research with the training of specialists in the energy sector.
